How do I get to the neighborhood directory (secure site)?

The resident directory is on this site at Directory. It is login-protected for approved neighbors — open Directory from the header or homepage and request access with your neighborhood email.

How do I send an email to everyone in River Bend or go back and review prior neighborhood emails?

Contact the River Bend president (see the contact list in the homepage footer) for neighborhood-wide mail and prior messages.

An issue happened and I want to review the neighborhood ALPR cameras and ask neighbors if they might see something on their cameras. How do I proceed?

Contact Memorial Villages Police Department at 713-365-7000 — they can review our ALPR cameras. You can also reach the HOA security committee lead via the contacts in the homepage footer.

What are the trash and recycling times and guidelines including big trash?

Residents no longer bring trash and recycling to the front curb — please leave it for back-door service. If you need to keep a security gate closed (or keep dogs in), the city allows a see-through gated structure or enclosure used only for yard/garden waste, recyclables, and class I solid waste (not heavy trash) as the regular point of collection. It must sit entirely behind the front building line and stay accessible for collection. In the meantime, bring trash and recycling just to the other side of the gate rather than all the way to the curb; collection teams are instructed not to take trash at the curb.

Hunter's Creek Sec. 32-22 (Point of collection): each single-family property must keep a regular point of collection behind the front building setback line and within 50 feet of a driveway or other vehicle surface, kept accessible on collection days. If no suitable spot behind the setback exists, it may sit immediately in front of and adjacent to the front setback line. Screening is allowed, but the point of collection may not sit inside a gated fence or wall except for the see-through enclosure described above. Heavy trash goes at the curb not more than 24 hours before the city's designated heavy-trash day. (Ord. No. 727, § 1, 10-21-2008.)

My garbage or recycling did not get picked up today per the schedule. Who do I contact?

Tom Fullen, Hunter's Creek City Administrator — mobile 713-409-7251, office 713-465-2150, or tfullen@cityofhunterscreek.com.

What are the parking rules in River Bend for cars on the street for extended periods of time or construction worker vehicles?

Both River Bend covenants and Hunter's Creek ordinances can apply. For large gatherings, use temporary one-side-of-the-street parking signs from the city (see the next question). Non-functional vehicles may not stay visible from a street for more than forty-eight (48) hours. Construction parking should not block neighbors; when in doubt, Ask on the homepage or check Articles & By-Laws.

If I am having a lot of guests, how do I get temporary signage put up so people only park on one side of the street?

Call the Hunter's Creek office (713-465-2150) and tell them you need parking signs. They will ask for the time and how many guests you expect. Give a couple days' notice when you can, and recheck the morning of the event to confirm.

Can I park an RV at my house?

River Bend Modified Covenants (2007): trailers, recreational vehicles ("RVs"), or boats shall be parked behind the front setback line and screened from view from the street — for example within a garage or carport and/or behind an opaque gate or fence, or as otherwise approved by the ARC. Vehicles must stay on an improved parking surface approved by the ARC (concrete is approved; not on landscaping).

Hunter's Creek Village Article VII (Sec. 18-168 et seq.) also restricts storage of boats, buses, RVs, trailers, and large trucks. Both sets of rules may apply.

When is the next annual meeting?

Our annual meetings are held in January of each year.

What are the rules for political signage?

Per Hunter's Creek: one or more temporary signs used in connection with political campaigns may be displayed, provided such signs are removed within five days following the conclusion of such campaign. No sign face shall exceed 36 square feet in area and no sign shall exceed eight feet in height.

What are the rules about maintaining neatness of lots that may be vacant or will be under construction?

Vacant and under-construction lots must be kept neat under River Bend covenants and Hunter's Creek ordinances. See Articles & By-Laws for the covenants, or use Ask on the homepage for cited sections.

Some of our street lamps are out again. What do we do?

Anyone can report a streetlight outage on the CenterPoint site — enter the pole number and your email, then you will get confirmation and a notice when it is repaired.

Is landscaping or yardwork permitted on Sundays? What are the permissible times?

Hunter's Creek Sec. 18-138 restricts powered landscaping and home-maintenance equipment (lawn mowers, edgers, leaf blowers, chain saws, power washers, air compressors, and similar gasoline, diesel, or electric equipment) to: weekdays 8:00 a.m.–7:00 p.m.; Saturdays 9:00 a.m.–6:00 p.m.; and no such work on Sundays or holidays when city offices are closed.

Exceptions: the hour limits do not apply when the owner or occupant of that residence does the work, or in an emergency to prevent injury or immediate property damage.

If a hired yard service starts too early or works on Sunday, first ask your neighbor who hired them to follow the rules. If that does not fix it, contact any River Bend Planning Committee board member (homepage footer).

What are the permitted hours for construction?

In practice for the neighborhood: Monday–Friday 8:00 a.m.–6:00 p.m., Saturdays 9:00 a.m.–6:00 p.m., and not on Sundays or holidays — and your general contractor should know both River Bend and city rules.

River Bend ARC Architectural Guidelines, Section III.2.(e): construction work may take place ONLY between 7:00 a.m. and 6:00 p.m., Monday through Saturday.

City of Hunter's Creek Village Code Sec. 10-3.(o): construction between 8:00 a.m. and 7:00 p.m. on weekdays, or 9:00 a.m. and 6:00 p.m. on Saturdays; none on Sundays or city holidays. Indoor work may continue until 9:00 p.m. if fully enclosed and not visible or audible from surrounding properties. The building official may allow other times for emergencies. The city subsection controls over conflicting construction-code language.

If work accidentally runs outside these hours, please notify neighbors through the neighborhood email list. One-off mistakes may be forgiven, but residents can still call Memorial Villages PD, which can shut down out-of-hours work.

If we are part of Houston ISD, then why do we have to pay taxes to Spring Branch ISD since that is not where we are zoned?

Each household gets two property tax bills. The larger one is from the Harris County Tax Assessor/Collector (Houston ISD, Harris County, Port Authority, HCC, etc.). The smaller one is billed through Spring Branch ISD — for 2019 the rate was 0.194 cents per taxable dollar of real property value. Spring Branch ISD only administers that collection for Hunter's Creek (and the other villages); the money goes to Hunter's Creek for Hunter's Creek Elementary, City Hall, and related city services — not to Spring Branch schools as your zoning.

Can I go ahead and remove a tree from my property?

This is a Hunter's Creek issue, not a River Bend Planning Committee rule. Hunter's Creek regulates tree removal. Contact the Hunter's Creek City Clerk (city personnel page), or Brenda Campagna at brenda@cityofhunterscreek.org / 713-465-2150.
